๐Ÿก Council Tax Reduction

Council Tax Reduction (CTR) is a discount on your council tax bill for people on low incomes. It's administered by your local council and the amount you get depends on your income, savings, and household circumstances. Some councils offer up to 100% reduction โ€” meaning zero council tax to pay.

Do you qualify?

You may qualify if you're on a low income, receive benefits (like Universal Credit or Pension Credit), or have savings below your council's threshold. Apply even if you're working โ€” many working people on low incomes qualify.

IncomeMust be on a low income. Exact thresholds set by your local council.
SavingsUsually disqualifies applicants with savings over ยฃ6,000โ€“ยฃ16,000 (varies by council).
ResidencyMust be responsible for paying council tax at your address.
BenefitsReceiving Universal Credit, Pension Credit, Income Support or JSA usually fast-tracks qualification.
Pension agePension-age applicants get more generous national rules โ€” up to 100% reduction based on income.
Other discountsCan be combined with Single Person Discount (25%) and other council tax discounts.

How much you could get

Council Tax Reduction replaced Council Tax Benefit in 2013. Each council now sets its own scheme, so the rules vary by area. However, pension-age applicants are protected by national rules. Working-age applicants should check their local council's scheme. The reduction can be anything from a small percentage to 100% of your council tax bill.

How to apply โ€” step by step

1

Find your local council

Go to gov.uk/apply-council-tax-reduction to find your local council's application. Each council has its own form and process.

2

Gather your documents

You'll typically need: National Insurance number, details of income and savings, recent benefit letters, details of everyone in your household, and your council tax bill.

3

Apply as soon as possible

Council Tax Reduction is not usually backdated. Apply immediately โ€” even if you're unsure you qualify. Applying costs nothing.

4

Await your decision

Most councils process applications within 2โ€“4 weeks. You'll receive a new council tax bill showing your reduced amount.

5

Report changes in circumstances

Tell your council if your income, savings, or household composition changes. Failure to report changes can result in overpayment recovery.

Frequently asked questions

Is Council Tax Reduction the same everywhere?
No. Since 2013, each local council in England sets its own working-age scheme. This means the amount you get depends on where you live. Pension-age applicants have nationally set rules. Scotland and Wales have their own national schemes.
Can I get Council Tax Reduction and Universal Credit at the same time?
Yes โ€” and you should apply for both. Universal Credit does not include help with council tax. You must apply to your local council separately for Council Tax Reduction even if you receive UC.
Can I get help if I'm a student?
Full-time students are usually exempt from council tax entirely if they live with other full-time students. If you live with non-students, you may be eligible for a discount. Contact your council to explain your situation.
What if I've built up council tax debt?
Apply for Council Tax Reduction immediately to reduce future bills. For existing debt, contact your council about a payment plan. Many councils have hardship funds to help with council tax debt โ€” ask specifically about these.
Can I appeal a Council Tax Reduction decision?
Yes. You can ask for a review of your council's decision. If you're still unhappy, you can appeal to an independent Valuation Tribunal. Citizens Advice can help with appeals.
